Dear Mr Connechen,
ANNE GREIG/ DR DONALD LYONS
Yesterday, the 25th January, my client Anne Greig was invited to speak to Dr Lyons, at his request, primarily about her sectioning on 5th September 2000.
She was asked to outline her concerns and during the conversation noted that Dr Lyons could think of no reason why she was sectioned. Ms Greig thought this to be an unequivocal statement and this was tantamount to her suspicion that the events of 5th September 2000 had been at best unlawful, but more likely to have been a breach of the law and that the state may have acted criminally.
On further reflection, she asked me to confirm with Dr Lyons, the Director of the Mental Welfare Commission, that in the light of possible criminality, he would instigate a public inquiry.
On phoning Dr Lyons today, in his capacity of a public servant, on Ms Greig`s behalf, Dr Lyons` whole attitude indicated that he was extended beyond his comfort zone and that his attitude and comments confirmed to me Ms Greig`s perception of events..
I therefore now ask for a formal undertaking of the instigation of an ethical, moral inquiry, independently held by the local authorities and look forward to an outline of proposed due process as promptly as possible.
May I add that it is inappropriate for a public servant to determine the length of conversations when struggling to carry out their public duties.
Finally, it is understood that Elish Angiolini, the Lord Advocate of Scotland, has instructed solicitors to defend her position in this matter. Whether the instruction is at her own expense or purloined from the public purse I cannot advise, but owing to the extremely serious nature of this case wish to emulate her clear concern.
